Noel T. Skippings

Noel T. Skippings has been practicing law in private practice since 2003. Prior to this he served in the Attorney-General’s Chambers of the Turks & Caicos Islands and as Deputy Registrar in the Supreme Court, Grand Turk. A graduate of the University of the West Indies and the Norman Manley Law School, he has built an integrated network of relationships across the legal, public, corporate, finance and hospitality sectors and has acquired thorough experience in representing individuals and corporations in trials, appeals and mediation.

Oliver A. Smith

Oliver A. Smith is a litigation specialist with over 30 years of experience in the United States and the Caribbean. A Member of the Bar in the Turks & Caicos Islands, Jamaica, and New York State, he is also a Member of the International Criminal Court Defense Panel in the Hague and the FIFA Appeals Committee. He has served as Counsel to the Solicitor General of Jamaica, the Deputy Premier of the Turks and Caicos Islands and as External Litigation Counsel to the New York City Transit Authority and the New York State Insurance Fund. 

 

Experience

  • Membership to the International Criminal Court Defense Panel (The Hague, Netherlands), which entails qualification to represent persons charged with war crimes and other crimes prosecuted by the International Criminal Court.
  • Former Member of the Departmental Disciplinary Committee of the Supreme Court, Appellate Division, adjudicating disciplinary complaints against Lawyers that practice in the Counties of New York and the Bronx.
  • Criminal Law Committee of the Association of the City Bar of New York, making recommendations on the appointment of judges and lobbying for Criminal Justice legislation.
  • Between 1988 and 1997, Mr. Smith was a member of the New York firm Dunn and Smith, where he served several noteworthy clients, including:
    • The State Insurance Fund and the New York City Transit Authority
    • The Roosevelt Union Free School District
    • The Chase Manhattan Bank on Residential and Commercial loans (for which he was Closing Attorney)
